Containers and Sandboxes now generally available

Cloudflare Containers and Sandboxes are now generally available on the Workers platform, enabling resource-intensive applications and different languages with improvements including higher concurrency limits, active-CPU pricing, Docker Hub support, and new Sandbox SDK features like persistent interpreters and live preview URLs.
