Autoscaling now GA and available on Free Plan, plus Postgres updates

Neon's Autoscaling feature is now generally available and offered on the Free Plan. Postgres version updates and changes to protected branches are also included in this release.

The Neon Free plan storage limit has been increased from 0.5 GB to 1 GB per project, with existing projects automatically receiving the new limit.
