Added support for new breakout room features. Added interfaces to disable cloud whiteboard, get webinar reactions, set panelist chat privileges, set participant chat privileges, and receive chat status change notifications. Fixed issues with spotlight callback when user already spotlighted, invalid language ID return values, leave meeting interface, annotation interfaces, breakout room APIs, enabling HD video enabling camera, and getting waiting room user info.
