Edge Config is now generally available

Edge Config is now generally available for all Vercel users, enabling ultra-low latency reads for feature flags, A/B testing cohorts, and middleware routing configuration. Hobby users get 50,000 reads per month, while Pro and Enterprise users get 1,000,000 reads per month with additional on-demand usage available.
