Monorepo projects now skip builds with unchanged code by default

Build skipping for monorepos with unchanged code is now enabled by default for new projects, reducing build queue times. Existing projects can enable this feature in Build and Deployment settings, and the capability has been added to the Vercel Terraform provider in version 2.10.0.
