Reduced pricing for Turbo build machines

Vercel reduced Turbo build machine pricing by 16% to $0.0035 per CPU per minute, with Turbo machines now at $0.105 per minute. This change began rolling out on April 27 and will appear on invoices as Build CPU Minutes.
