Vercel Sandbox now accepts environment variables at creation

Vercel Sandbox now supports setting environment variables at sandbox creation time, making them automatically available to all subsequent commands. This eliminates the need to pass the same variables repeatedly across multi-step processes like dependency installation, building, or starting dev servers.
